ROSCON FOUNDATION "Catch the wave of charity... Give hope for a brighter future..."

How Roscon was Created

The Cruz Family of Tarlac City were humble Christians whose patriarch, Conrado, built businesses with all the staff working as scholars in exchange for their education. His wife, Rosario, was a half Filipino half Spanish whose roots originated from Castille, Spain. The couple’s charitable work expanded beyond relatives and one of their eight children, Carolina, was entrusted by the patriarch to organize a family foundation in honor of their public commitments. Ros came from Rosario, Con came from Conrado, thus, the acronym ROSCON. It also stood for roscon, a ring-designed Spanish cake which symbolized the family’s intent to provide food for the brain, for the body and for the spirit. Carolina took this pledge with her to Texas in 1988, and in 1993, together with her brother Roger, an engineer, and her husband Randal, a Texan, they formed Roscon Scholarship Services, a non-pofit which focused on scholarships. It was incorporated in 2002 and by the following year, Carol has had it approved as a family foundation with a 501)C)3 tax exempt status. Roscon was established in 1993 to set common goals and work towards the realization of common aspirations. It started off with scholarships and expanded to other community outreach programs to help broaden the values in contributing better communication and cooperation between the present and next generations. In 2002, it was incorporated and a year later was approved with a 501(C)3 tax exempt status. By tis time, RSS has already graduated eleven scholars who finished their bachelors’ degrees at the Tarlac State University located at Tarlac, island of Luzon, Region 3, Philippines. Roscon Foundation’s vision was to share learning to most people. KNOWLEDGE plays a central role in life...the Foundation focused to educate students through their scholarship programs so they can be a part of a positive community. It also adopted CULTURAL immersion to allow the west to meet the east, promoting international friendship and global unity among the states of America and the islands of the Philippines to complement each other’s culture and traditions. Thus, generating projects that fostered this goal ultimately becoming a part of its activities. Every two years, a festival tour event was conducted to promote showcasing an island of the beneficiary country to provide a wider understanding of the western nation towards their eastern friend. Included in these tours were medical missions, cultural exchanges and government/business introductions to foster relationships between delegates and the hosts in the Philippines.

Mission & Organizational Overview

Roscon Foundation aims to create a vehicle of peace and unity among people of all color, to reach out to the poor to help them and influence the spirit of giving among citizens of all nations to share their bounties with those who desperately need them. Its end goal is to give the needy a brighter tomorrow than what they have today. Its latest organizational achievement is the establishment of a non-governmental organization in Region III named as Roscon Organization Pilipinas, Inc., or ROPI.

It started with scholarship programs - now it has expanded towards livelihood programs and projects to encourage savings from routinary household and business expenses to improve the community’s income potential. It has tapped projects involving harnessing energy from waste, creating hydrogen to produce for other eastern countries that use them regularly and other programs that will benefit the communities it serves.

Both the headquarters and the affiliate organization conduct fund raisers to uplift the livelihood of indigenous tribes in the Philippines and defray the cost of all its projects. It supports other non-profit organizations in their worldwide services to promote their goals, thus creating a symbiotic relationship that promotes advancements in education, research and economic development.
